With little drama in the presidential primaries, voters have been slow to turn in their mail ballots so far, and lackluster participation is expected for this election. Out of more than 22 million mail ballots issued to registered voters in early February, only about 16 percent were returned by mid-Tuesday. “Turnout is probably going to be a record low for a presidential primary in California,” said Paul Mitchell, a Democratic political consultant and political data expert. He predicted that less than a third of registered voters would cast ballots in California.

A new state minimum wage law exempts certain businesses that make and sell bread – a carveout that critics contended benefited Greg Flynn, a billionaire Panera franchise owner who attended high school with Democratic California Gov. On Tuesday, Flynn told CNN that he has decided to raise the minimum pre-tip wage at all of his Panera Bread locations to $20 per hour, regardless of whether his fast-casual bakeries are exempt from the new minimum wage law or not. “At Flynn Group, we are in the people business and believe our people are our most valuable assets,” Flynn said. However, Flynn said he never personally met with Newsom about the minimum wage bill, though he did meet with Newsom’s staff and a group of other restaurant owners to discuss it.

CNN —Nearly the entire population of California remains under flood alerts as the rain-soaked state braces for more precipitation and officials urge people to try to stay off the roads early this week. Officials are concerned about “excessive runoff from moderate to heavy rain,” which may lead to flooding, according to a post from the city on X. The National Weather Service office in Sacramento implored residents to have a means to get weather alerts and said threats on Monday include: brief tornadoes, large amounts of small hail, heavy rain, lightning and gusty winds. Gavin Newsom's pandemic program to house homeless people in hotel rooms after the Federal Emergency Management Agency said in October that it was limiting the number of days eligible for reimbursement. Homeless advocates heralded it as a novel way to safeguard residents who could not stay at home to reduce virus transmission. FEMA agreed to pay 75% of the cost, later increasing that to full reimbursement. Robert J. Fenton, the regional administrator for California who wrote the October letter, told CalMatters, which was first to report on the discrepancy last week, that the policy was not new.
